The meaning to Jesus sayin "if you are willing to except it" would be understood as "if you can comprehend it" John the Baptist was that Elijah who was to come.
Elijah coming as one of the two witnesses is only conjecture, because no where does it specifically state his name. It is assumed that Elijah is one of the two witnesses because of the similar plague of them being able to shut the sky so that it doesn't rain. God can have any prophet do that.
The fact is that Jesus said that John the Baptist was that Elijah who was to come. It says that right in the scripture and still people argue about. Take it up with Jesus, he's the One who said it. I'm just quoting it.

You don't disagree with my point that the Jewish nation rejected Jesus as their King, which was what John the Baptist was preaching to the Jews, aka the Gospel of the Kingdom, correct?
