So not true. No wonder you have a problem with law enforcement. God put them on the streets to protect you. Do right and you have nothing to fear. If you are persecuted for the cause of Christ be happy and bear it as unto the Lord.

I don't think he's saying that everyone is innocent. The VAST majority of the prison population is for non-violent crimes (80% are possession).
2.3 million people. For the sake of ease of calculations let's say 2 million people.
Federally it's like $80 per day but again for the sake of argument I'll make it $50 to account for any potential low state costs to taxpayers.
50 x 2 million = 100 million/day = 3.65 billion dollars a year to taxpayers for non-violent offenses.
That does not include the privatized probation fees or state run probation fees. All in all easily a 10 billion dollar a year industry...and we pay police to do that on top of that loose estimate.
If you think it's just that only "the guilty go to jail" then you haven't ever been there. Also if you are not factoring in that the enemy is the god of this world and human "justice" then I would encourage you to rethink that.
I'm about 50/50 in between you guys and I would believe as you do were it not for some incredibly random encounters as well as an inside look on our "justice" system.
For profit prisons aren't uncommon. Look at incarceration rate increases and crime rate increases in the last 50 years. You also need to factor in recidivism.
I am not against policing by the way, just that it is not quite so simple as you are representing. Do you have any idea the amount of laws that are out there? How unlikely it is that you are not violating even one of them? We are all guilty. For me this just shows a fallen world and how we need his justice and his righteousness...despite how "law abiding" we think we are. You are correct in that we have nothing to TRULY fear about the justice system, if the Lord is for us. Just because someone gets caught up in the legal system in no way makes that statement false.
If you think that God is punishing someone if they go to jail, you need to factor in the god of this world concept a little further and that it is difficult to pass judgement on anyone in this regard.
I certainly believe the Lord can use the justice system in a believers life, much like he can use anything. It's probably one of the lamest things out there though when you have to go through it.

It's not hard to look at just the numbers and statistics and say the criminal justice system has failed, and needs a complete re work.
I don't think that will happen this side of the glass. If anything it will become worse but on the surface it will be scrubbed with some polish as more and more people see the surface for what it is.
