Acts 2:38 is the fulfilling of Zec 12:10 "And I will pour upon the house of David, and upon the inhabitants of Jerusalem, the spirit of grace and of supplications: and they shall look upon me whom they have pierced, and they shall mourn for him, as one mourneth for his only son, and shall be in bitterness for him, as one that is in bitterness for his firstborn."
Regarding 1 Cor 2:14 I suggest we are all born "natural men." Whether we choose Christ or not is our personal decision.
Paul, speaking about his vision on the Damascus Road tells how Jesus said, "I have appeared to you for this purpose, to appoint you as a servant and witness to the things in which you have seen me and to those in which I will appear to you, delivering you from your people and from the Gentiles—to whom I am sending you to open their eyes, so that they may turn from darkness to light and from the power of Satan to God, that they may receive forgiveness of sins and a place among those who are sanctified by faith in me."
(Act 26:16-18 ESV)
So you see, even the most wicked hearts in the grip of Satan can be changed.
Amen and praise Jesus for that! I am still in complete awe of His greatness, what a holy God we serve. He takes foolish, broken, and wicked men like me and transforms them to reflect, testify of, and point all nations towards His glory and the truth. The one true and living Savior Jesus is seated in victory at the right hand of the Father, and I praise His most precious name.
The person (natural man, void of the Spirit) as described in 1 Cor 2:14, will not, and even cannot, choose Christ, because he cannot understand spiritual things. Paul was instructed by God to preach to the Gentiles to give them the knowledge that the forgiveness of their sins was accomplished by Christ's sacrifice on the cross. Jesus is telling Paul to tell the Gentiles that they were sanctified by Jesus's faith, that is in him. Gal 2:16, Knowing that a man is not justified by the works of the law, but by the faith "OF" Jesus Christ. The only way that the natural man can become a spiritual man is explained in Eph 2:5, God regenerated him while he was still "DEAD IN SINS" having no ability to ask to be regenerated. Rom 9:16, So it is not of him that willith, nor of him that runneth, but of God that showeth mercy.
Children are saved eternally the same way that anyone else is as explained in Eph 2:5, while they were still "DEAD IN SINS" with no ability to choose to be saved.

A person over the age of accountability who gets saved, is saved from the penalty of sin and the power of sin. When he dies, he's saved from the presence of sin.
I would suggest that an infant, while still living, is not saved from the power of sin (his bondage to corruption) or the presence of sin (his Adamic/fallen nature). He doesn't need to be saved from the penalty of sin because "sin is not imputed when there is no law". So when he dies, he is saved only from the power & presence of sin.
So are children born saved? I would say 'no'. But when they die before the age of accountability they receive all the salvation they're in need of.

We are all born into this world as dead in sins because of the sin of Adam. 1 Cor 2:14 describes our condition when we are babies. We remain in that state until God regenerates us (Eph 2:5) and puts his Spirit within us. God performs this transformation sometime between our natural birth and our natural death. There is no documented age of accountability. The natural man described in 1 Cor 2:14 understands that, when he commits a crime, he is breaking the law of man, and has no understanding that he breaks any spiritual law, because he cannot discern a spiritual law, or anything else that is of a spiritual nature, until he is regenerated by God while still dead in his sins with no ability to ask God to save him. The natural man does not know the right thing to do until God transforms him.
To imagine babies are born dead in sins is to state when a baby dies they are destined to Hell as all unrepentant unregenerate sinners are.
Scriptures are plain and clear how a person is to GET SAVED, That is through the belief in Jesus Christ, that He is the Son of God, died and risen, there is but ONE WAY. Children have not this knowledge.
Humans teach that children are Saved. Scriptures does not teach that at all.

At a certain point in a discussion like this it becomes apparent that those who think babies are born sinners and go to hell if they die as infants are not themselves parents.
Let us not forget what Jesus taught about how to be the greatest in the kingdom. Matthew 18:2Jesus called a little child to stand among them. 3“Truly I tell you, He said, “unless you change and become like little children, you will never enter the kingdom of heaven. 4Therefore, whoever humbles himself like this little child is the greatest in the kingdom of heaven.
Babies are not born damned sinners. They do not go to hell if they die as infants or children. We know this because if they were as some insist they must be, Jesus would have been a fool to tell the adults he was preaching to that they, and all these centuries later , we, must become like unto humbled spirit that is that of a child in order to see the kingdom.
Yes! People like us who have knowledge of good and evil, unlike babies, need to become as Little Children.
Jesus said so and that can only be done through HIS cleansing blood.
The KJV says "faith THAT is in me". The ESV left out "THAT IS" which takes away Jesus's faith and gives man credit for his faith. this may not matter to you, but there is a big difference. Gal 2:16 says we are justified by faith "OF" Jesus Christ and I bet the version you are studying from has changed the word "OF" to "IN". Man is not justified by his own faith. The Gentiles were already regenerated allowing them the ability to repent. The natural man(void of the Spirit) described in 1 Cor 2:14 that cannot discern spiritual things will not repent because he does not think that he has anything to repent of.
All babies are born as sinners after the sin of Adam. The ones that are of the elect, and die in their youth were regenerated before their death and are bound for heaven. The non-elect do not die in their youth, but grow to be old (Job 21:7), - Wherefore do the wicked live, become old. In Matt 18:3 - The kingdom of God has reference to the church that Jesus set up. You must depend upon God as the little child depends upon his mother to enter into the church, not into heaven. According to Eph 2:5 the natural man, void of the Spirit, and still dead in his sins, does not have the ability to be dependent upon God to enter into heaven until after he is regenerated.
You are right. I think where people get confused is that the scriptures do teach a deliverance=(salvation) by our good works. We are saved(delivered) many times as we live our lives here in this world. The Greek meaning of salvation, saved, save, is "A DELIVERANCE". When we commit a sin and repent of it and God forgives us, there is a deliverance from that sin. We also are delivered eternally by Christ's sacrifice on the cross. There are many more scriptures pertaining to timely deliverance(salvation) than there are pertaining to eternal deliverance. The inspired word is written as instructions as to how God wants us to live our lives here on earth and not how to get saved eternally.
