You have missunderstood it. In one of his other videos this guy told that if somebody lives in sin and has no intention to stop, then he is not a Christian at all.

where does that say we are no longer capable of sin? or as you ask 'sinners' this dude whose video you posted is hyper grace. you are not the first one to post videos by him
I agree you cannot continue in sin or 'live in sin', that is continued and willful sinning, but did you notice the word 'therefore' at the beginning of v 17?
that indicates that v17 is a CONCLUSION of what went before it. it is not a stand alone verse upon which to form doctrine, but rather a part of a bigger picture that does form doctrine
5 For we know that if our earthly house of this tabernacle were dissolved, we have a building of God, an house not made with hands, eternal in the heavens.
2 For in this we groan, earnestly desiring to be clothed upon with our house which is from heaven:

this is speaking of Christ reconciling us to God, not of our
not having sin in our bodies
what is new is our spirits are regenerated. we are going to get new bodies.
