The people didn't walk around carrying two tablets of stone. They received what was written from the Levite Priests.
The New Covenant changed how the Word's written on these stones were administered. Not the Word's on the Stone.
Heb. 8:8 For finding fault with them,(Those who administered God's Laws, not the Laws they administered)) he saith, Behold, the days come, saith the Lord, when I will make a new covenant with the house of Israel and with the house of Judah:
Hebrews 7 specifically tells us what the change is. The Old Covenant that was changed, required Levites to administer God's Laws. Jesus wasn't a Levite. So the Priesthood Law was changed to allow someone other than a Levite to hold the Priest's office.
12 For the priesthood being changed, there is made of necessity a change also of the law.13 For he of whom these things are spoken pertaineth to another tribe, of which no man gave attendance at the altar.
14 For it is evident that our Lord sprang out of Juda;(Not Levi to whom the Priesthood was given) of which tribe Moses spake nothing concerning priesthood.
Your preaching that God's Laws for the people were changed in this action is not Biblically supported. Actually Jesus teaches exactly the opposite.
17 Think not that I am come to destroy the law, or the prophets: I am not come to destroy, but to fulfil.
18 For verily I say unto you, Till heaven and earth pass, one jot or one tittle shall in no wise pass from the law, till all be fulfilled.
He promised a change in the Priesthood duties in Jer. 31 and He "fulfilled" His promise.
4 For if he were on earth, he should not be a priest, seeing that there are priests that offer gifts according to the law:
6 But now hath he obtained a more excellent ministry,(Priesthood) by how much also he is the mediator of a better covenant, which was established upon better promises.
And what are the promises?
"I will put my laws into their mind, and write them in their hearts:" No more carnal Levite Priests to filter God's Word.
"for I will forgive their iniquity," No more carnal animal sacrifices and ceremonial "works of the Law" for remission of sins.
The Word which became Flesh didn't say He was going to write "New Laws" on our hearts. That is a fabrication of religious man.

we cannot say this is simply about Levite priesthood either, because verse 7 references a ministry engraved in letters on stone -- clearly the 10 commandments, which are representative of the covenant that Moses was made mediator of. this is about the covenant not about a subset of the law of that covenant or solely the priesthood of that covenant. "where there is a change in priesthood there is of necessity a change of law also"
