Yes because people have free will. They are not controlled by God. So if they reject God, how does God help them, when he can't? His glory can not be reached by them.
God really does give up on people who are persistent in rejecting him:
"the one whose coming is in accord with the activity of Satan, with all power and signs and false wonders, 10and with all the deception of wickedness for those who perish, because they did not receive the love of the truth so as to be saved. 11For this reason God will send upon them a deluding influence so that they will believe what is false, 12in order that they all may be judged who did not believe the truth, but took pleasure in wickedness."-2 Thessalonians 2:9-11
"Therefore God gave them over in the lusts of their hearts to impurity, so that their bodies would be dishonored among them. 25For they exchanged the truth of God for a lie, and worshiped and served the creature rather than the Creator, who is blessed forever. Amen.
26For this reason God gave them over to degrading passions"-Romans 1:24-26
"And the LORD hardened Pharaoh’s heart"-Exodus 9:12
"So then He has mercy on whom He desires, and He hardens whom He desires."-Romans 9:18
