This is not some strange theory that you can combine waves to form new and different waves. That is standard theory of waves.
Also, we know a microwave can be used to heat up water, so it should not come as some great surprise that these waves could be used to start fires, or even tornadoes, etc.
What is cool about this concept is that if you used a laser it would cut everything from the satellite from which it was fired to the end point. But by having two separate satellites both send harmless waves to an end point where they combine and cause a fire or something else would mean there would not be a trail that leads all the way back to the satellite. It would be a far more discreet weapon.
