The apostasy comes first
What we learn in the first 8 verses is that the apostasy comes first and this is what prompts God to tell Moses (a type of Christ) to go back down.
9 And the Lord said unto Moses, I have seen this people, and, behold, it is a stiffnecked people:
Wow, what a terrible translation. No one understands what this word stiff necked means. It means cruel, hard, grievous, sore, churlish, hardhearted, heavy and rough. When Joseph sees his brothers the first time as the leader of Egypt it says he "spake roughly" to them. That word "roughly" is this word. 13 Remember Abraham, Isaac, and Israel, thy servants, to whom thou swarest by thine own self, and saidst unto them, I will multiply your seed as the stars of heaven, and all this land that I have spoken of will I give unto your seed, and they shall inherit it for ever.
These are the ones who will be raptured, the heroes of faith. The dead in Christ rise first, and then those who are alive will join them in the air.
