Maybe this will help you think this through. I'll add some notes to help a bit:
NKJ Lk. 16:31 "But he said to him, 'If they do not hear Moses and the prophets, neither will they be
persuaded though one rise from the dead.'"
- Some are not persuaded/convinced
NKJ Acts 17:2-5 Then Paul, as his custom was, went in to them, and for three Sabbaths
reasoned with them from the Scriptures, 3
explaining and
demonstrating that the Christ had to suffer and rise again from the dead, and
saying, "This Jesus whom I preach to you is the Christ." 4 And some of them were
persuaded; and a great multitude of the devout Greeks, and not a few of the leading women, joined Paul and Silas. 5 But the Jews who were
not persuaded, becoming envious, took some of the evil men from the marketplace, and gathering a mob, set all the city in an uproar and attacked the house of Jason, and sought to bring them out to the people.
- Some are persuaded/convinced through the efforts of others' reasoning from the Scriptures explaining and demonstrating things about Jesus the Christ.
- Some are not.
NKJ Acts 18:4 And he
reasoned in the synagogue every Sabbath, and
persuaded both Jews and Greeks. 5 When Silas and Timothy had come from Macedonia, Paul was compelled by the Spirit, and testified to the Jews that Jesus is the Christ.
- It was Paul's practice to reason [with people] every week to persuade Jews and Greeks that Jesus is the Christ.
NKJ Acts 19:8 And he went into the synagogue and spoke boldly for three months,
reasoning and
persuading concerning the things of the kingdom of God.
NKJ Acts 19:26 "Moreover you see and hear that not only at Ephesus, but throughout almost all Asia, this Paul has
persuaded and turned away many people, saying that they are not gods which are made with hands.
NKJ Acts 26:28 Then Agrippa said to Paul, "You almost
persuade me to become a Christian."
NKJ Acts 28:23 So when they had appointed him a day, many came to him at
his lodging, to whom he explained and solemnly testified of the kingdom of God,
persuading them concerning Jesus from both the Law of Moses and the Prophets, from morning till evening. 24 And some were
persuaded by the things which were spoken, and some
disbelieved.
- Pay special attention here. Persuasion/convincing vs. disbelief - so, persuasion/convincing is at minimum a precursor to if not virtually synonymous with or parallel to belief.
NKJ Rom. 8:38 For I am
persuaded that neither death nor life, nor angels nor principalities nor powers, nor things present nor things to come,
NKJ 2 Cor. 5:11 Knowing, therefore, the terror of the Lord, we
persuade men; but we are well known to God, and I also trust are well known in your consciences.
NKJ 2 Tim. 1:12 For this reason I also suffer these things; nevertheless I am not ashamed, for I know whom I have believed and am
persuaded that He is able to keep what I have committed to Him until that Day.
Of course we use our intellect, our reasoning, our eyes to see, our ears to hear in order to be persuaded/convinced and believe. As John 6 says in paraphrase: God the Father is drawing men to His Son Jesus Christ by teaching them - those who hear and learn from Him come to/believe in Jesus.
