I think this allegory written by the apostle Paul is helpful in understanding the two covenants and which is of flesh and which of promise
“For it is written, that Abraham had two sons, the one by a bondmaid, the other by a freewoman. But he who was of the bondwoman was born after the flesh; but he of the freewoman was by promise.
Which things are an allegory: for these are the two covenants; the one from the mount Sinai, which gendereth to bondage, which is Agar. For this Agar is mount Sinai in Arabia, and answereth to Jerusalem which now is, and is in bondage with her children.

Zechariah tells us they do Repent:
10 “Then I will pour out on the house of David and the inhabitants of Jerusalem a spirit of grace and supplication, when they will look toward Me whom they pierced. They will mourn for him as one mourns for an only son and grieve bitterly for him, as one grieves for a firstborn.”
This doesn’t say all Israel repents it says God would give a spirit of grace and supplications through Jesus when he came

As to, Acts 2:16 - Peter indeed uses the words out of Joel - to point out, how the things the people were witnessing, were similar, in everyway, to the "last days" prophecy. However, this does not mean, that what took place in Acts was the fulfillment of what is yet to come. What took place at Pentecost, is a foretaste of what will happen, just before Christ's return. Just as the Tabernacle and the Assembly are a foretaste of the coming Kingdom.
The Apostle Paul, was not using the Joel prophecy, found in Romans 11:29 - in the manner you are referring too. He was using it, as a way to say, God does not "repent" of the things He gives; whether they be, His Elect, His calling, His promises or gifts.
