My OP shows exactly what scripture says without adding to it.

The Bible does not say that the apostles gave Philip the Holy Spirit or the Baptism of the Holy Spirit. " You just quoted that.

You should either respond with specific scripture that says that the Holy Spirits gave Philip the gift of the Holy Spirit or concede the point. That does not make sense Biblically, since Jesus spoke of the Father giving the Holy Spirit to them that ask Him, and John prophesied that the One Who came after Him would baptize with the Holy Ghost. The apostles are not the givers in this case.

Where does scripture expand John the Baptists' words in Acts?

Read Matthew 3. John spoke the words to crowds from Judea. Matthew 3:5 says "Jerusalem, and all Judaea, and all the region round about Jordan" went out to him. He had just addressed Pharisees and Saduecees, also. There is no mention of the 12 apostles in this passage. This was before Jesus designated 12 as apostles if Matthew is remotely chronological.

12 were present and received what John said they would. Jesus later told the 12 they would receive the baptism. Phillip was one of several the apostles laid hands on, followed by his work with the same signs and wonders they did. Don't add to this or take away from God's word.

Notice 'full of the Holy Ghost...' BEFORE the apostles laid hands on him.

You simply place the cart before the horse. One is baptized unto eternal life the moment they believe on Christ and bid Him save them from their sins. The filling with power can happen at any time.

The primary focus and the primary purpose of Christ is on the moment of salvation not the filling with power to serve the Lord. Until we are His we can serve nothing but self.

Actually, all 3 (sealed, baptized, and filled) can happen at the same time.

It did with the gentiles at Cornelius' house while Peter was preaching. Peter didn't even ask them if they believed or wanted to get saved...they weren't even water baptized yet....lol!

Show me where the Bible says whether they spoke in tongues or not. How do you know? Were you there?

Each time speaking in tongues happened IT WAS RECORDED by the Holy Spirit through Luke (and we are presently focused on Acts). Therefore when there is no such record, there was no such speaking in tongues. Here is an excellent example:

27 And the keeper of the prison awaking out of his sleep, and seeing the prison doors open, he drew out his sword, and would have killed himself, supposing that the prisoners had been fled.

30 And brought them out, and said, Sirs, what must I do to be saved?

32 And they spake unto him the word of the Lord, and to all that were in his house.
33 And he took them the same hour of the night, and washed their stripes; and was baptized, he and all his, straightway.
34 And when he had brought them into his house, he set meat before them, and rejoiced, believing in God with all his house.

There are two recorded instances in Acts where people were saved and spoke in tongues. That was in order to give believing and unbelieving Jews evidence that the Holy Spirit was also given to Gentiles. The Jews of that time (including Peter) did not believe that Gentiles would be saved just like Jews, and receive the gift of the Holy Ghost. So God gave Jews evidence through genuine tongues (not modern glossolalia).

The Corinthian church included both Jews and Gentiles. Therefore This is what Paul said in 1 Corinthians 14:22: Wherefore tongues are for a sign [evidence], not to them that believe, but to them that believe not: but prophesying serveth not for them that believe not, but for them which believe.

Can you show us from that Bible that this is what is meant by 'baptize you with the Holy Ghost...' in the Bible? In Acts, it is used of two times when the Spirit came and empowered people to speak in tongues.

Yes and in Acts 2:4 they were filled with the Holy Spirit and spoke in tongues. Do cloven tongues of fire appear at the same time?

Can you show us from the scriptures that baptism with the Holy Ghost refers to the quickening work rather than empowerment.

I never read anything about them bringing snakes to Azusa Street. It is unlikely that any of those fellows in that picture ever went to Azusa Street.

Most Pentecostals, I'd venture to say well over 99.9% don't practice snake handling in church. People who work at zoos may attend. There are some churches up in the Appalachian mountains that practice snake handling.

This here is exactly how it happen to me. We believe John 3 16-17 we believe Rom 10 9-10.. a why not luke 13? Why not just ask as God said? Another verse I take just as He said it. And seen this happen every time someone asks. He kept His word.

I am saying:

When we first get saved, we are SEALED with the Holy Spirit.

AFTER being sealed with the Holy Spirit, we are BAPTIZED with the Holy Spirit which is the FIRST time we are FILLED with the Holy Spirit.

AFTER being baptized with the Holy Spirit which is the first time we are filled with the Holy Spirit, we are to be CONTINUALLY FILLED with the Holy Spirit by reading, mediating, studying the scriptures, singing songs in our hearts to God, worshiping God in Spirit and in Truth, fellowshiping with other believers.....etc.....

Being FILLED with the Holy Spirit then becomes a daily choice, if we quench or grieve the Holy Spirit with our flesh then we end up backsliding.

We need to learn how to not neglect the Gift of the Holy Spirit, keep it stirred up so we can walk by the Spirit and not fulfill the lusts of the flesh.

He also said there would come a time when He would no longer pray the father... This is all in Jesus' recourse to His disciples (those yesterday, those today and those tomorrow) John 14 through 17 should be read together

Scripture is there to reveal to us the heart, mind, and will of God. Therefore it is the Word of God. And it is totally sufficient for all believers and for all reasons (2 Tim 3:15-17). So to answer your question, we should not be looking at extra-biblical sources for enlightenment.
