So? That is speaking of what God did. The same basic concept is found here:

He (God) hath blinded their eyes, and hardened their heart;
that they should not see with their eyes, nor understand with their heart, and be converted, and I should heal them.
Yep, God blinded people so they could not be converted nor be healed. That's the same as God blinding people so they cannot accept the gospel and not have light of Christ shine upon them.
It is God doing the blinding in both passages.
