How He could do it was revealed in Jesus Christ.
Jesus in His earthly state became without the omniscience he had known as the Lord God of Israel before his coming down from Heaven.
In that state that the Son willed to be, God put forth His Son, and had Jesus in that state, create everything he wanted to be created. All without having to know how we would choose.

Who (Christ), though He eternally existed in the essence of God,
He did not think equalities (plural) with God
a gain to be seized (means to violently take})
and held (so that the Father's plan would not be neutralized).
Rather, he made himself nothing
by taking the very nature of a servant,
being made in human likeness.
And being found in appearance as a man,
he humbled himself
by becoming obedient to death—
Even death on a cross! Philippians 2:6-8

“God that made the world and all things therein, seeing that he is Lord of heaven and earth, dwelleth not in temples made with hands; ….and hath made of one blood all nations of men for to dwell on all the face of the earth, and hath determined the times before appointed, and the bounds of their habitation; that they should seek the Lord, if haply they might feel after him, and find him, though he be not far from every one of us: for in him we live, and move, and have our being; as certain also of your own poets have said, For we are also his offspring.”
