Why can't we do something not command in the Bible?

Who says that we cannot? It would help if your sentence was clearer. There is no reference to jigsaw puzzles in the Bible. So it's not an issue.
The principle is that all things are lawful but not all are edifying. We need to be led by conscience and intuition. Conscience will tell us if we are on the wrong track. Intuition will guide us into what is acceptable to God.
We can do anything, even that which is commanded of us not to do. We are given the grace of these choices. Even things that we were not made to do, we do. We fly, but do not have wings. We dive through the waters, and float in space, but were not given these powers by command. We simply have the choice to work towards these things.
In other words, we are given the grace to do anything we wish to do. But also the grace to accept the lord, and live a humble life. To repent, to show kindness, etc.

In my estimation, for what it is worth, it is very important that we obey, for it is the Holy Mark of one who possesses True Salvation. The below text shows that a Child of God [will] become more like Christ, and the point of that statement means Obedience.
2 Corinthians 3:14-18 KJV - "But their minds were blinded: for until this day remaineth the same vail untaken away in the reading of the old testament; which vail is done away in Christ. But even unto this day, when Moses is read, the vail is upon their heart. Nevertheless when it shall turn to the Lord, the vail shall be taken away. Now the Lord is that Spirit: and where the Spirit of the Lord is, there is liberty. But we all, with open face beholding as in a glass the glory of the Lord, are changed into the same image from glory to glory, even as by the Spirit of the Lord."
Now, either these Scriptures are True or they are a lie. I hope we agree that they are to be read as True and accurate. So, if they are True, then a True Child of God [will] become more and more like Christ . . . one who actually walks the walk.
Unfortunately, for those who have not found that their sense of obedience shows an average of an incline, there is a serious problem. And if this problem exists, then we need to test the Spirit within ourselves. We are either led and guided by the Devil, or we are Led and Guided by the Holy Spirit if indeed the Holy Spirit is within us. See below:

Going to take a shot at what you're asking here. I think you probably have something particular in mind, but you're wanting to know that if it is not explicitly commanded then should you avoid it or do it anyway?
There are many things that aren't explicitly forbidden or encouraged in the Bible. Some of things are mundane and innocent like brushing your teeth. Some of them are more gray areas like watching too much TV.
There are general "catch all" commands, though. Like if the first two commands are love God and our neighbor as ourselves then maybe those can help guide your choices.
1 Corinthians 10:23, 31

man is designed with free will as we know men are free to do any thing they choose
there are ultimately consequences for what we choose to do but no one is restrained people lie cheat and steal everyday, man has done things not of God since the beginning
the Bible is a lot about teaching us the consequences of the good and evil choices we are free to make
if we believe and do one way we will receive Gods rewards if we do the other way we will receive satans reward

Yes, Christians should walk in a way that does not dishonor what they say they believe.
Anyone who says it is unlawful to do something not commanded by the Bible violates his own principle. Those who argue like this think it applies to some narrow aspect of doctrine or practice. For example. there are those who say that the New Testament does not allow for musical instruments in church. But may they sit in pews or chairs without a command to do so, in church. They may have one hired preacher preach one long sermon, in church, without a command to do so.
Some of those who insist this principle applies to what is done 'in church' do not apply the commandments for church meetings that allow for interpretation of tongues or multiple prophecies, for example.
The line of reasoning that uncommanded things in church worship are forbidden, argued off of the passage about Nadab and Abihu, goes back at least as far as the Reformation era. John Knox preached at least one sermon in it. The focus was on various Roman Catholic worship practices. Many Presbyterian churches were non-instrumental and used psalters. I heard some of this began to change in the 1800's. One of the Campbells, one of the founders of the 'Restoration Movement' which spawned churches, many of which use the title 'Church of Christ', had Presbyterian roots, and this sort of thinking probably came over from Presbyterianism, but became applied primarily to musical instruments.
That would be bible-worship almost. Where we take the Bible to such a high level that if it isn't in the Bible we dont believe it or do it.

I believe that there are several gardening tips in the bible.That would be bible-worship almost. Where we take the Bible to such a high level that if it isn't in the Bible we dont believe it or do it.

The context of that chapter is that there is a law against works of the flesh (which will keep folks from the kingdom of God as they make a lifestyle of breaking the law)...but there isn't a law against operating in the fruits of the Spirit.
Paul is contrasting lawful acts vs. unlawful acts. He isn't saying the law is nullified by the fruits of the Spirit.

Yes, there’s a difference between something being unbiblical (forbidden) and something being not biblical (not addressed specifically).
We are doing many many things not in the bible and say it is our way of worshiping the Lord. Easter, Sunday Sabbath, and Christmas isn't in the bible.
We live and understand the fleshly world best, the bible explains the spiritual world to us. We are changed by the word that is in the bible, changed in basic way as we receive the Holy Spirit that helps us understand this spiritual world that flesh doesn't understand. Our temporary fleshly world is nothing compared to the perfect eternal spiritual world. We do best when we put the world explained in the bible first and give it more importance than our fleshly world.

Actually, you are incorrect. Wrong even.
Chapter 5 of Galatians is about liberty in Christ. Why do you lawkeepers have such difficulty with that?
There is no law against the Spirit....according to Paul. How you law folk manage to mess that up is beyond comprehension
Let go of your law hugging and let Christ be your salvation instead
The entire book of Galatians is about being no longer enslaved to the law.
