This paper is not research on the effectiveness of wearing mask, and yes it absolutely is, the three layer medical masks are effective for both droplets and aerosols, both outward and inward.

What it is researching is whether the recommendation to wear a mask is effective not the mask.
To measure the effectiveness of a mask there would need to be much greater control of the variables.
Plus measuring aerosol and droplet penetration of mask is done in a lab where they create simulations.
