From a technical perspective there isn’t a difference but I guess you can compare a Blog to a Diary.
That’s how Blogs originally were created, to be some kind of online diary.
Blog was similar to a webpage. The author/owner made routine entries similar to a journal/diary except intended for public to see. Later became vlog, which was video log. Only the owner is making entries.
Forums have threads/posts. Probably called threads because someone starts a post then others go off topic into oblivion. Then there are giant jumbled threads.

Maybe the blogs are More for edification and the threads are for more for debate.
It was what we had before youtube, myspace, etc. Myspace was a blog program.
When Spock had to cover for him (he was the leftenent), it was a splog.Only one?!
But what did he wear on the other foot?!
To my best recollection - historically - this is the main/major significant defining characteristic of a 'blog'...
