What did Jesus mean when he said to John, the baptist the reason he should be baptized is to fulfill all righteousness

When Jesus goes to John the Baptist as the jordan at the very start of his ministry, john is preaching about one that will greater than himself which is obviously Jesus, that John wouldn't even be worthy to remove his sandals for him, and then Jesus as hes teaching appears and gets in the water with him to baptize him, john knowing Jesus is sinless says that it should be Jesus baptizing him instead, but Jesus tells john to "“Allow it now, for this is the fitting way for us to fulfill all righteousness.” My question is, what does this statement actually mean, is it refering to jesus being fully glorified? is it about obedience and meekness, is it about setting an example, is it all the above? if so please explain to me your thoughts on why he uses this as his response. Thank you

Jesus said it was to fulfill all righteousness. And He did. He certainly had no sins to repent of.

Baptism was part of what priests underwent before taking up their priestly duties.

John was a Levite and the priesthood was being transferred to Jesus, our eternal Great High Priest.

Yes, it is about Jesus obeying God the Father's will for Messiah to identify with sinful humanity and atone for humanity's sins.

Jesus came into the world through woman, not man, was not born of man. Born a life-giving Spirit to give new life to us all that believe what got done for them through Son for them
Not of work(s) for then man has reason to boast (Eph 2)
The redeemer, my reconciler, my new life led by Father in the Holy Spirit, in love and mercy only as love of God is: 1 Cor 13:4-7
You and all others that choose to believe Father raised Son from the dead, is alive, we all are reconciled (Forgiven) by his done work, in that one time death first, once for us all (Hebrews 10:10)
Left only one choice left, "To believe God" in risen Son or not.
If do choose to believe God (Not have to), then the new begins in you and all others that believe God too, begin to see new and if or since one, anyone will continue, then one day one, anyone will see through the veil too
Now, do we, I, you and all always listen? We do, yet to who? What and where do we do that?

We are no longer "Under Law" to have to do. We are at least I am not under Law anymore, seeing Christ's done work as sufficient for me (2Cor 12:7-10)(Romans 7:10) read the whole chapter of 7 please slowly and in trust for Father to reveal the truth to you, thank you

Then see to "Uphold Law" over trying to do Law that no other flesh can ever do (Romans 8:1-3)
