I NEVER said or mentioned anything to be required to be saved EXCEPT the Body and Blood of Yeshua/Jesus Christ and faith in HIM ALONE. However, AFTER being saved, the "works" of the Holy Spirit begin in every believer's life.

This passage is in context a narrative where some disciples of John are taught of Jesus and they become saved. They received a baptism of repentance which was Johns baptism in water to prepare them for Christ. Paul then completed the teaching for them telling them of Christ and they were converted. They displayed tongues that the circumcision present would know that they had received the Holy Spirit.After we make our decision with ALL our heart and choose Salvation by receiving Yeshua/Jesus as our Lord and Savior by faith, we are "sealed" with the Holy Spirit immediately and marked as God's possession.
However, the "baptism" and "continually being filled" with the Holy Spirit is a Gift from the Father - just as He gave us the Gift of His Son - He gives us the Gift of His Holy Spirit which empowers us to live this new life in Christ that has been given us.

After we are "sealed" with the Holy Spirit, God wants to "baptize" us with the Holy Spirit. Our body is to be the Temple of the Holy Spirit - to be indwelt with the Holy Spirit. This is Emanuel - God with us on the Earth.
The "baptism" with the Holy Spirit is the first time God fills you with His Holy Spirit.

To help understand this, Solomon built the first Temple in Jerusalem and after the priests had placed the Ark in the Holy of Holies and left the temple, the Glory Cloud (Holy Spirit) filled the temple.

The Holy Spirit dwells within us and with us on the Earth - just as Yeshua/Jesus was with His disciples on the Earth. The Holy Spirit will teach us, guide us, counsel us, comfort us, instruct us, correct us, empower us to be an effective witness of Yeshua/Jesus, and always be with us.
After the "baptism" of the Holy Spirit, the scriptures open up so beautifully to us and the things of God begin to make sense, we receive understanding and our love for God and His Ways increases tremendously.
However, loving God is ALWAYS a choice. He never takes the "choice" away from us. Every day if we do not choose God, then our flesh gets stronger and we backslide.
It's very important to STAY "filled" with the Holy Spirit. The Holy Spirit NEVER leaves us, but our flesh can quench it and grieve it.

We stay continually filled by NOT neglecting the Gift of the Holy Spirit. We read, study and meditate on God's Word, praying, singing songs in our hearts to God, fellow-shipping with other believers, etc.
Our flesh grieves the Holy Spirit. We need to learn to walk by the Spirit so we do not fulfill the lusts of the flesh. It's a choice to stay filled. The Holy Spirit never leaves us, but we need to know how and keep the Holy Spirit stirred up within us.
Go and read ALL the scriptures that mention the Holy Spirit in the Bible. These are just a few of the scriptures. Don’t put your trust and confidence in denominational doctrines.

Your application of 1 Kings 8 is not making any contextual sense. The temple was filled with smoke as Jehovah was cleansing the temple. The smoke does not represent the Holy Spirit in this narrative. The presence of Jehovah and His glory was in the temple but of course no man could be there when God was there. The Holy Spirit is in us that we might have fellowship with Christ for the Holy Spirit is the Vicar of Christ. We see in Hebrews that we have the ability to come into the presence of God and we are indeed bidden to come boldly.

"Baptized" means "immersed" and those who receive the gift if the Spirit are *immersed* with the Spirit, in that He comes to (1) regenerate, (2) indwell, (3) seal, and (4) empower the believer (including the fruit of the Spirit and the spiritual gifts).
The Lord Jesus Christ baptizes WITH the Holy Spirit, and then the believer is baptized BY the Spirit into the Body of Christ.
Check out Acts 13:1-3.Notice scripture says the Apostles laid hands on Phillip and he from then on worked signs and wonders. Based on that, we can assume Paul did the same for Barnabas. As well as the Corinthians. But notice Phillip could not do the same for the Samarians. Only the Apostles could give them the Baptism of the Holy Spirit.
You are assuming the apostles did not lay hands on these. The only scripture we have is that the baptism and the gifts came only through the two outpourings or through an Apostle's hands. What is Paul revealing here? That while Christ baptizes us WITH the Holy Ghost, the Holy Spirit IMMERSES US (baptizes us) into the Body of Christ. That is how every believer is joined to that one Body in which Christ is the Head.

This tells us that they received Christian baptism by immersion AFTER being baptized WITH the Holy Ghost (receiving the gift of the Spirit, v. 38). But had 3,000+ spoken in tongues, that verse would have said "were baptized AND SPOKE IN TONGUES".
