they are known as the speaking gifts. and in 1cor 14 you will see how they work in context to the church setting. One doesn't have to speak out loud in Tongues they can pray silently and ask fo the interpretation and speak that out loud to all. Its about maturity and effectiveness
You and I have gone over the account in John numerous times. And for some reason you are unable to see what Jesus is actually saying. And that is, the apostles know the Holy Spirit because He is currently dwelling with them. And will actually be inside of them at a later date.
"And I will pray the Father, and he shall give you another Comforter, that he may abide with you for ever;
Even the Spirit of truth; whom the world cannot receive, because it seeth him not, neither knoweth him: but ye know him; for he dwelleth with you, and shall be in you." John 14:16-17
To "abide" is to live or remain in something, much like a branch stays connected to the vine for life. It implies a permanent, ongoing presence rather than a temporary visit.
Take another look at the scripture refs:
Peter and others were filled with the Holy Ghost Acts 2:4
Peter stated the Holy Ghost fell on the Gentiles as on the Jews in the beginning. Acts 11:15
Holy Ghost came on the 12 Ephesian men. Acts 19:6

again you did not read it correctly.
Jesus said : John 14:16-17
16 And I will pray the Father, and He will give you another Helper, that He may abide with you forever— 17 the Spirit of truth, whom the world cannot receive, because it neither sees Him nor knows Him; but you know Him, for He dwells with you and will be in you.
One very important point did not take into consideration. Jesus had not yet died and rose again as HE appeared to them in John 20:22.
Jesus was with them so they did not need the Holy Spirit in them. AS Jesus had the Spirit without limit and authority. This is why Jesus could send them out to minister to the people before the they were Baptized with the Holy Spirit. The Holy Spirit application of them was the same as it was with the Old Testament . The Holy Spirit would come upon them but was not yet in them. Or poured out on them to be a resident inside the believer.
"He dwells with you " is the definition of the "Comforter or as in the Greek the "Parakletos" = one who is called alongside" or dwells with you. IT was not until the resurrection and Jesus coming to them that they received the Holy Spirit in John 20:22 then they were empowered as Jesus said in Acts 1:8.
You are mixing up two distinct working s of the Holy Spirit.
Jesus stated the Holy Ghost was dwelling with the apostles and would be IN THEM in the future. Jesus specifically stated that He would send the Holy Ghost/Comforter after He left. (John 16:7) What He promised took place at Pentecost. It is imperative that those with whom the Holy Ghost is dwelling pursue receiving Him into their body; it is an essential element of the NT rebirth. Paul revealed this in the Romans epistle. (Rom. 8:9-11) The record of when Jesus actually gave the Holy Ghost is recorded in Acts.

And if Christ be in you, the body is dead because of sin; but the Spirit is life because of righteousness.
But if the Spirit of him that raised up Jesus from the dead dwell in you, he that raised up Christ from the dead shall also quicken your mortal bodies by his Spirit that dwelleth in you. Rom 8:9-11
I would have to refer that church to 1 Corinthians 12 where Paul discusses the gifts of the Spirit and notes that not everyone receives the gift of tongues and that the gift of tongues is the least of the gifts. Then in the next chapter, 13, Paul notes that tongues without love is no more than noise and that it is not loving to demand that an individual display a gift that God has not chosen to give them. Finally, 1 Corinthians 14:22, "Tongues, then, are a sign, NOT FOR BELIEVERS BUT FOR UNBELIEVERS", this church is not following scripture when they want you to speak in tongues as proof to them, it is contradicting scripture.
