God choose them, in covenant relationship, before the foundation of the world (Eph 1:4). because he saw by his foreknowledge (Psalms 53:2-3) that none would seek (believe in him) no, not one. God then had his Son be a sacrifice for their sins, so that, (in covenant relationship) they would be holy and without blame before him in love. Christ's sacrifice was made to God, for God's acceptance, and not to man, for man's acceptance, They were all born into this world as sinners, by the nature of Adam, and sometime between their natural birth and their natural death, God regenerated them (Eph 2:5).
