How can we encourage church members to read and study the Bible?
Pray first that God will show them how important it is. Kick out the pastors who refuse to exhort believers to study God's word for themselves. I like the way Jack Hibbs preaches. He encourages people to check out what he says with the Word to ensure that he is speaking truth.

Christians who do not know the Bible are open to deception. If people are too lazy to study, then they risk bringing trouble on themselves. Ignorance is no excuse nowadays.

Making sure they have the spirit of Christ, without it, Gods word isn't theirs to study yet.

How do you make sure they have a chance to receive the spirit of Christ?
By fulfilling the Greek word pisteuo, the mandatory response to the call of the Father. " a personal surrender to Him and a life inspired by such surrender. "

When God tests and accepts the surrendered life, you won't be able to keep them out of Gods word.

How can we encourage church members to read and study the Bible?

In my experience most church members are taught by their pastor to read the Bible superficially,
They are taught to pray for miracles rather than learn how to apply GW to their lives including politics.
They are taught to identify the presence of the HS with emotional wind and fire rather than with the still small voice.
They are not taught that there is a time for fun fellowship and a time for meaningful communion with God via learning GW.

My constructive idea regarding how to teach Scripture beyond the basic Gospel is to begin by studying 1Pet. 3:15 and Eph. 4:11-15.
Then I would teach them to identify the HS with GW and that prayer should include thanksgiving and end with "May Thy will be done."
My sermons would be comprehensive, including information about history, the Greek language when helpful, hermeneutics, apologetics, how to harmonize the OT with the NT and how to apply GW to personal problems and political issues.
I might apologize for being too cerebral rather than an emotional orator and entertaining joke or story teller,
but I must leave that to those having such gifts--perhaps the Sunday School teachers? o_O

Isa 55:10 For as the rain cometh down, and the snow from heaven, and returneth not thither, but watereth the earth, and maketh it bring forth and bud, that it may give seed to the sower, and bread to the eater:
Isa 55:11 So shall my word be that goeth forth out of my mouth: it shall not return unto me void, but it shall accomplish that which I please, and it shall prosper in the thing whereto I sent it.

There is a supernatural dynamic to the word of God that works in those who read and study it.

Hello rmcgu, meeting with a small group of believers in a home or office, or at church (perhaps on a weeknight) to fellowship regularly with one another, and to have a Bible study of some sort as the small group's focus is a great way to get people interested (prayer and taking prayer requests from the members of the study is typically part of this as well).

Does your church encourage the creation of such groups  If not, I would think that that would be the place to begin.

God bless you!!

p.s. - another way to encourage members to read and study the Bible is to give them an outlet for what they're learning. One of the best ways to do this is by encouraging them to witness/share the Gospel with others (perhaps you can go out two by two). You will probably find that those who choose to do so will begin to double their efforts to grow in their knowledge and understanding of God and His word (so that they become better and better prepared to answer the questions that will start to come their way from the people who they end up witnessing to :)).

Also, as with many other things in God's economy, there is always an abundance of benefits and blessings to go around (for everyone involved). This certainly includes those who witness to others (e.g. please take note of what the Lord has to say about His witnesses in the following passage).

Isaiah 43
10 “You are My witnesses,” declares the LORD, “And My servant whom I have chosen,
In order that you may know and believe Me,
And understand that I am He.
Before Me there was no God formed,
And there will be none after Me.
11 I, even I, am the LORD;
And there is no Savior besides Me.”

only God Father by risen Son can and does in Daddy's, Father's, PaPa's timing. Can we the people in belief accept this? Accept God leads, not we, to trust God no matter what any situation looks like. This I have found out myself, not ever giving up on God's love for us all, revealed in Son to me, how?
Who goes to a cross willingly, that has no need to die, is perfect, did no wrong to anyone? Got crucified by the leaders in that day of religion over their fear of "Job security" no one was going to them, Not many, all were wanting to know where that Jesus was, they wanted his feeding and healing, no longer the Pharisees to lead them. Especially after Lazarus was risen from the dead by Jesuswow woe is me Isaiah 6:1-7
