the next time I tried on microsoft edge told me 'tire' was the answer, but I don't think it fits all the other clues
.....the best of the two is probably "blade"... as it can warm/cool as a fan blade, steer a boat by pointing a propeller blade and a useful tool alone to ward off wild turkeys.
My other guess only fits everything in more poetic/symbolic senses "wind".... as it can steer a sail, warm/cool. It's symbolically a tool human's use... kinda sorta

I was afraid it's too abstract so I asked my sister, took her 5 minutes and 3 or 4 guesses but she did get it so it's guessable at least.
