v.13 teaches that we don't give birth to ourselves. Nor do we choose to be born. God does all of this for believers. We believe the gospel message, and God does all the rest.If you read the next verse, it will reveal who those are who did receive him, and they are those which were born, not of blood, nor of the will of the flesh, nor of the will of nan, but of God.
