Aside from the laws...Leviticus is book of the priests. The two primary topics of Leviticus are 1 about the duties, role, and consecration of the priests and 2 clarifying and identifying sin and uncleanliness and how to restore a person to a state of cleanliness both quite physically and spiritually. The washings and sacrifices then are the primary methods for both these points.
Aside from the laws...
This book is focused on the holiness/purity/goodness/set apart necessary for approaching the throne of God.
And the Temple and Holy of Holies were just shadows of the real one in Heaven. But violating the Holiness standards could get you struck dead. Uzziah was lucky he only got leprosy for placing his own sacrifice on the Altar.
