Only the elect are even born-again.
Acts 10:34-35
“Go ye therefore, and teach all nations, baptizing them in the name of the Father, and of the Son, and of the Holy Ghost: teaching them to observe all things whatsoever I have commanded you: and, lo, I am with you alway, even unto the end of the world. Amen.”
Matthew 28:19-20
“And he said unto them, Go ye into all the world, and preach the gospel to every creature. He that believeth and is baptized shall be saved;
but he that believeth not shall be damned.”
Mark 16:15-16
“For as many of you as have been baptized into Christ have put on Christ. There is neither Jew nor Greek, there is neither bond nor free, there is neither male nor female: for ye are all one in Christ Jesus. And if ye be Christ's, then are ye Abraham's seed, and heirs according to the promise.”
Galatians 3:27-29
“Behold my servant, whom I uphold; mine elect, in whom my soul delighteth; I have put my spirit upon him:
he shall bring forth judgment to the Gentiles.”
Isaiah 42:1
“Now when all the people were baptized, it came to pass, that Jesus also being baptized, and praying, the heaven was opened, and the Holy Ghost descended in a bodily shape like a dove upon him,
and a voice came from heaven, which said, Thou art my beloved Son; in thee I am well pleased.”
Luke 3:21-22
“Behold my servant, whom I uphold; mine elect, in whom my soul delighteth; I have put my spirit upon him: “
“Jesus also being baptized, and praying, the heaven was opened, and the Holy Ghost descended in a bodily shape like a dove upon him, “
Thou art my beloved Son; in thee I am well pleased.”
“as many of you as have been baptized into Christ have put on Christ. ….for ye are all one in Christ Jesus. And if ye be Christ's, then are ye Abraham's seed, and heirs according to the promise.”
Born again is a concept based on the doctrine of Jesus dying for our sins and us dying with him and being raised up again to a new life sins remitted and well pleasing to God his children in Christ who is the elect person of God . Those who believe the gospel become the elect in him which is what Paul’s talking about regarding predestination and how God has foreknowledge, he’s speaking about those who receive Christ and the gospel and those who will in the future. Not individual people who are chosen that distinction is Jesus alone the elect of God the only way a person becomes “ elect “ is to accept Christ the elect and find out what it means to be “ in Christ “ then they are “born again “ in Christ as Abraham’s blessed seed of promise when the gospel was first preached to Abraham regarding the nations.
