If King Agrippa received the word as the Word of God and believed it as the Word of God, that does not imply that the word had taken root in him, and it certainly does not mean that Agrippa believed in the Lord Jesus as His Savior.

Receiving the word (without root) does not imply receiving the Savior by trusting Him as Savior.
