The book of Revelation is a bookend to the book of Deuteronomy. In Deuteronomy God covenants with the nation Israel. In Revelation, God brings upon Israel the covenant sanctions for failure to live up to the terms of the covenant.
God is in the process of making the kingdoms of this world to be the kingdoms of our God and of His Christ.
Persia ruled over that land for a time, but not during the Babylonian empire.

Christ Jesus states it very clearly, we just can't see because we have been inculcated for so long to not see it.
