ok where in scripture does it teach this?
Ephesians 1:1-5
1 Paul, an apostle of Jesus Christ, by the will of God, to all the saints who are at Ephesus, and to the faithful in Christ Jesus. 2 Grace be to you, and peace from God the Father, and from the Lord Jesus Christ. 3 Blessed be the God and Father of our Lord Jesus Christ, who hath blessed us with spiritual blessings in heavenly places, in Christ: 4 As he chose us in him before the foundation of the world, that we should be holy and unspotted in his sight in charity. 5 Who hath predestinated us unto the adoption of children through Jesus Christ unto himself: according to the purpose of his will:

what about 1 Timothy 2-4? who desires all men to be saved and to come to the knowledge of the truth.

God desires all to be saved. Not all are saved or ever will be.

God desires all to be saved. Not all are saved or ever will be.
ok so if he desires all then that means he doesn't have a select elect predestined because desires all to be saved key word all. so the elect in question is those who hear and accept the truth otherwise, it would not say he desire all to be saved so when it talks about being predestined it isn't talking about a select group chosen to be saved and others to not be saved because it says he already desiures it for all

It just means he predestined the blessing spoken of in the chapter

You're the one exposing yourself. Do you drive a white panel van?

I had to look that up to get what you mean! Lol!

White Van Man - "White van man" or "a-man-with-a-van" is a stereotype used in the United Kingdom for a Luton van and smaller-sized commercial van driver,[1] typically perceived as a selfish, inconsiderate driver who is mostly petit bourgeois and often aggressive.[2] According to this stereotype, the "white van man" is typically an independent tradesperson, such as a builder, plumber or locksmith, self-employed, or running a small enterprise,[2] for whom driving a commercial vehicle is not their main line of business, as it would be for a professional freight-driver.

No where does it say that he created some that will never be saved, also this scripture does not say that some are predestined to not be saved he predestined all to be saved this is why the scriptures say he desires that all be saved

do you believe this person is a believer?
The Apostle warns,
"For the time will come when they will not endure sound doctrine, but according to their own desires, because they have itching ears, they will heap up for themselves teachers; and they will turn their ears away from the truth, and be turned aside to fables." (2 Timothy 4:3-4)

False doctrines are a major concern, and if the person believes it wholeheardedly on essentials of the faith, then they would not be a believer but a heretic.
