Exodus 32:14 And the LORD repented of the evil which he thought to do unto his people.
If God had forgiven, why did He allow this;
Exodus 32:26-28 Then Moses stood in the gate of the camp, and said, who is on the LORD'S side? Let him come unto me. And all the sons of Levi gathered themselves together unto him. And he said unto them, Thus saith the LORD God of Israel, Put every man his sword by his side, and go in and out from gate to gate throughout the camp, and slay every man his brother, and every man his companion, and every man his neighbour. And the children of Levi did according to the word of Moses: and there fell of the people that day about three thousand men.

He was originally going to destroy all of them so 3000 who did not side with Him is much better.
 
The context of Exodus 32 is addressing the sin of the golden calf and Moses' breaking the original tablets. It may helpful to look into an understanding of the distinction between iniquity, transgression, and sin as this might help in a achieving a better understanding of the answer to your question, provided two chapters later in the revelation of God's goodness passing before Moses in the cleft of the rock, according to the what is traditionally referred to as the 13 attributes of God's mercy (Exo 34:6-7), by which the tablets are replaced. And keep in mind that, although most if not all, participated in the sin of the golden calf, not all may have participated 'wholeheartedly,' and the 'guilty' would've been those that did. Hence, the 'goodness' that we cannot hide, as God does know, our hearts. Or, ewq1938 stated, they'd all have had to continue without 'God with them,' which would have meant anything but deliverance, and nothing but total calamity.

Was it only the sons of Levi on Gods side? What about the sons from all the other tribes.

Have to read the whole passage for it to make sense. Also how many of them were in the exodus at this point.
 
Sounds like Moses did an altar call. I think it was to show God meant business. But he didnt want to destroy them all which he would have done had Moses not interceded. The sin of idolatry was really serious. GOd had every reason to be angry at them.
