If this is just a broad, universal claim, then no.
I don't think that's biblical.

If this has some context, and is some kind of specific claim... then maybe.

Don't say nothing about whether that joyful noise should be given a microphone though...

Well, I hope it is true, because if He doesn't like my voice, then I am certainly out in the cold all alone. Human beings cringe when I sing. Now dogs, mind you, tend to howl along in harmony, so, there is that.
