If you mean thread, then feel free to make one yourself. If you mean subforum those are created based on the needs the site owner sees. And he prefers to keep the number of them low.
Also he'd need to be able to have mods able to moderate the threads, and if they broke into different languages that wouldn't be possible.
Really the site is quite slow compared to how it used to be. That makes creating new subforums difficult as well.
Your best bet is to start your own thread and see if that keeps in use.
