The best applicable verse of scripture I can think of at the moment:

Ephesians 5:

11 And have no fellowship with the unfruitful works of darkness, but rather reprove them.

How do you prove the truth to a believer who has no faith, they are not subject to principles neither can they be, because they at enmity with the law of truth.

Who are spoken of in Deuteronomy 32:20:

Be careful though- where up is down and down is up. Common sense is dying out and values are gone.

You may not have enough of an impact to be killed.. But that doesn't mean they won't take away your livelihood such as your job and ruin your name.

Still God is greater. Don't expect most people to understand when they didn't believe Jesus at the time. That's not the point.

Truth, justice, and mercy by speaking the words of life.

Psalm 12
8 The wicked strut about on every side when vileness is exalted among the sons of men.

Psalm 82
3 Vindicate the weak and fatherless;
Do justice to the afflicted and destitute.
4 Rescue the weak and needy;

Deliver them out of the hand of the wicked.

Isaiah 1
17 Learn to do good;
Seek justice,
Reprove the ruthless,
Defend the orphan,

Plead for the widow.

The Holy Spirit says to us Christians, "Take no part in the unfruitful works of darkness (lies, corruption, homosexuality, abortion, fornication, discrimination, coveting etc), but instead expose them (Ephesians 5:11)."

There are some NT commands and admonishments as well. For instance,

Matthew 18
15 “If your brother sins, go and show him his fault in private; if he listens to you, you have won your brother.
16 But if he does not listen to you, take one or two more with you, so that BY THE MOUTH OF TWO OR THREE WITNESSES EVERY FACT MAY BE CONFIRMED.
17 If he refuses to listen to them, tell it to the church; and if he refuses to listen even to the church, let him be to you as a Gentile and a tax collector."
Luke 17
3 “If your brother sins, rebuke him; and if he repents, forgive him."
Ephesians 5
11 Do not participate in the unfruitful deeds of darkness, but instead even expose them.
1 Timothy 5
20 Those who continue in sin, rebuke in the presence of all, so that the rest also will be fearful of sinning.

19 My brethren, if any among you strays from the truth and one turns him back,
20 let him know that he who turns a sinner from the error of his way will save his soul from death and will cover a multitude of sins.

The Bible teach us that where Joseph went, the lies were exposed. It is not because he was so cool, it was because of God in him.

Our obligation is not to be tattletales but the Spirit will expose the lies when we are in Christ.

You seem to be rather confused about believers, unbelievers, and atheists.

Can't answer the question? I know the difference between a person who claims they believe and a person who has faith. The person with faith is ready to answer anyone who asks them the reason they think something is true and the believer can't because they have no substance for what they believe except they believe.

Perhaps the person who has faith (that you described) is deeply rooted in the Lord. The believer again as you described "that has no substance for what they believe except they believe" may possibly be an individual who is new or young in the Lord.

Exposing lies is typical of a Christ like life not because it's a conscious effort but Christ's life is a sign of contradiction.

Just as a written testimony of Jesus is a sign that contradicts the world.
