As someone who has returned to church after being away for 25 years. I would say that it is VERY important to greet someone who is new and get to know them. My pastor did exactly that I set up a meeting with me in a 1 on 1 for 1 hour.
I felt very welcome at the church and the elder and many of the congregation introduce themselves to me as well.
