I propose the 4th beast in Daniel 7 is the Roman Republic.
The 10 horns are the Tribune of the Plebs,

Therefore the little horn is the rise of the Roman Emperor.

It is the little horn (Roman Emperors) that Brought destruction on Jews in Jerusalem during the 7 year Roman-Jewish War. Vespasian was a Roman general that led the offensive against the jewish rebellion in the Judaea provice. Vespasian then went on to serve as Roman Emperor (little horn). His son Titus then besieged the Jerusalum and destroyed the city, and the sanctuary and ended sacrifices. Titus then also went on to serve as Roman Emperor (little horn).
Daniel 9:26 and Daniel 9:27 were fulfilled with the First Roman Jewish War.
