Cain talked and answered God. its hard to do that if you didn't believe that God existed.

But then so does Satan, who constantly accuses believers before God (Rev 3:10), and in James 2:19 it says the demons believe and tremble.

Cain was never a believer. He's the first example we have of an apostate, who tried to be made righteous by his own works. Just like today you have those who reject Jesus and try to get to God their own way, including adding on extra requirements for salvation, when it should be Jesus only.

Throughout the scriptures we see the two opposing sides mentioned... sheep & goats, wheat & tares, narrow & broad road, and then you have Abel & Cain.

It's one thing to believe "in the existence of God" and another thing to trust in God. Just like today, many who "profess" to be Christians/believers, believe "mental assent" that "there is one God" (just like the demons) and in the existence and historical facts about Christ, yet they do not believe/entrust their spiritual well being to Christ; have faith/reliance upon Christ for salvation.

Abel's faith was evidenced in obedience to God's requirement for sacrifice by which he obtained witness that he was righteous (Hebrews 11:4). Cain, who was of the evil one, demonstrated an evil heart by evil deeds, while Abel demonstrated a righteous heart by his righteous deeds (1 John 3:12); and that Abel offered his sacrifice by or "out of" faith and Cain did not.
