You can tell and do everything if it is not against the constitution and the law If you say something against race, skincolour, religious items, Sex then it may be different. Because minoritys are special protectet.

What you don't seem to understand about free speech is the ENTIRE point is that no matter what I say SOMEONE could interpret it as an insult. Who are these godlike people that get the power to decide what is, and what is not offensive?
COMPLETELY different than in USA. We have free speech as our 1st, and I would argue most important amendment to our Constitution, because all other freedoms derive from it.

It is very difficult to change a whole society's collective mindset.
I encountered this on several mission trips to the Dominican Republic. Once you got just a little bit away from the resorts, you see exactly what President Trump was talking about with his trash heap comment. Most of the Caribbean has the mindset of throwing trash anywhere and everywhere. Much of it washes into the ocean and Gulf of America.
Driving to the village we were helping in the mountains of the DR, on BOTH sides of the road was trash of ALL sorts for 50 yards or more.
During our time in the village, we tried to organize local trash pick up on the ground. But it didn't matter because of the entrenched mindset of the people. You gave a kid a snack, and the second he finished he just threw the wrapper on the ground.
Entrenched mindsets of different things exist in all nations and cultures.
In Germany, they have a mindset of the Government being authoritarian. It's entrenched. They think they exist to for the Government, instead of the Government for the people. Or have deluded themselves into thinking the Government is good for them. So when the Gov says, " we need to police and restrict free speech" the Germans think this is a good idea. After all, it ultimately is for the good of the people. So let's give up some of our rights to help the Government.
It would be very difficult to change this mindset. Just like it would be impossible for the USA to change it's mindset on the freedoms given to us by our Constitution and Creator.
