All souls are God's by creation. For Christians, they are twice owned...first in creation, second in the re-creation.
All living souls have the breath of life in them. That's what makes them living souls. But not every person is a partaker of the divine nature and all do not have the life of Christ in them.

This is genesis 1.27-28 a separate event that happened before genesis 2.7
