That doesn't really make sense, but I'll try to follow. If Trump and Vance win then after 4 years there will be another election, since Trump has served two terms there will be another ticket. Ostensibly Vance would run in the GOP primary as a candidate but he would have to win the primary to get the nomination. If we suppose this and then say Vance somehow decided to drop out after winning the nomination then RNC itself would either appoint a nominee (typically of any candidates from the primary cycle that remained in the race) or if Vance had chosen a running mate prior to the convention then his running mate would assume the top of the ticket on the principle that this was the will of the people in voting for that ticket. So in short no, Trump would not remain President after 2028.
