There is no distinction between Jew and gentile in the church that would somehow make James' letter inapplicable in any way to the gentiles who came into the church later.

In Christ, the law is no longer the hostile dividing wall between Jew and Gentile. There are no laws that Jews have to keep that gentiles don't have to. We can sit side by side in a Bible study and it would apply equally.

The church started out Jewish. Then later (about 10 years?), to the surprise of the Jews, it was Jewish with gentile converts. Now it's almost entirely gentile. No surprise that James would address the church in his time as the twelve tribes of Israel scattered throughout the world. But one thing is for sure, the message is no different for the Jew than it is for the gentile. There is now only the one new body of Christ.
