You stated that no where in scripture did it state that we will be saved if we believe. I gave you 3 but I guess you interpreted them as saying something different. And please look up the definition of the word interpret. You also assume that everyone Paul was preaching to was saved. Have you ever been in a congregation where 100% of the people there are saved believers? Not likely.
If you want to just go with scripture says what it says then, there is not a single verse that says that one is not saved if they are not baptized.
We can't just take one scrpture and make a doctrin out of it, we need to look aroud also.
John 3:16 For God so loved the world, that he gave his only begotten Son, that whosoever believeth in him should not perish, but have everlasting life.
Note: John 3:16 DOES not say you ARE saved but should be, if you belived JESUS in John 3:16 why not what HE says in John 3:5?
John 3:5 Jesus answered, Verily, verily, I say unto thee, Except a man be born of water and of the Spirit, he cannot enter into the kingdom of God.
Acts 16:31 And they said, Believe on the Lord Jesus Christ, and thou shalt be saved, and thy house.
32 And they spake unto him the word of the Lord, and to all that were in his house.
33 And he took them the same hour of the night, and washed their stripes; and was baptized, he and all his, straightway.
After they belived, they were baptized.
I would agree about no way everyone being reborn, but Paul was NOT preaching to the congreation he was adressing the church leaders.
Do you think eveyone in the church reads the pastors mail?

Back to John 3:5 JESUS says,
John 3:5 Jesus answered, Verily, verily, I say unto thee, Except a man be born of water and of the Spirit, he cannot enter into the kingdom of God.
CAN NOT enter with out being born of water and of spirit.
JESUS says in,
Mark 16:16 He that believeth and is baptized shall be saved; but he that believeth not shall be damned.
It's clear if you belive you will be baptized and shall be saved, if you don't belived you will not be baptized and you will be damned.

When their heart was pricked or after they obeyed?
If it was whenn their heart was pricked there is no need for Peter to tell them what they MUST DO.
