Yes, the meeting happened because some men came from Judea and told the Gentile believers that they
must be circumcised to be saved (Acts 15:1 ). This brought confusion, so Paul and Barnabas went up to Jerusalem, where the apostles and elders met to settle the matter (Acts 15:2 ).
At the council, Peter reminded them that God had already accepted uncircumcised Gentiles when the Holy Spirit fell on Cornelius and his household (Acts 15:7–11 ). James then gave the decision: the Gentiles were
not to be forced into circumcision or the full yoke of the Law of Moses, but they should start by keeping four commands taken from the Torah so they could walk clean and stay away from idolatry (Acts 15:19–20 ).

the Jerusalem Council decided not to burden the Gentiles with the rest of the ""LAW of Moses"" what was added for the transgression of God's chosen people. if you have forgotten, The Ten commandments were placed INSIDE the Ark of the Covenant, the law of Moses was was kept BESIDE the ark.
