Rev. 13:1
"And I stood upon the sand of the sea, (John the servant of God)
...and saw a beast rise up out of the sea,
......having seven heads and ten horns,
...and upon his horns ten crowns,
and upon his heads the name of Blasphemy." (The false prophet the servant of Lucifer)

The sea is a group of individuals who follow the beast. Thus, the beast rose up out of the sea.
The beast has two sets of governments. The first is called the seven heads, and the second is called the ten horns.
The horns have crowns of authority to destroy Babylon, as shown in Rev. 17:12 and Rev. 17:16. These are the BRICS nations of today.
The heads are the result of ten nations, where three have fallen, as alluded to in the next verse, Rev. 13:2.
The ten from which the seven come are not the same as the ten who destroy Babylon.
The seven are presided over by the false prophet of Rev. 13:11, herein called Blasphemy.
The verse structure is given in the following pattern:
John stands with authority upon the followers of the beast (Rev. 10:2, Rev. 10:8) (contrasts Blasphemy)
...John saw a beast arise from those of whom he has authority
......The beast has governments of seven nations and ten nations.
...upon the governments of ten nations is the authority to destroy Babylon (Rev. 17:12 and Rev. 17:16), and this is BRICS
and upon the governments of seven nations is the false prophet Blasphemy (Rev. 13:11) (contrasts John)

When considering Rev. 17:6, the nations having ruled are a type of the seven ruling with the false prophet of the beast.
