All authority comes from God. Leaders are given authority and that is expressed by the enforcement of laws.

In Revelation 17,18 and 19 the Harlot the Beast and the false prophet are judged and punished. The kings and nations are included in Rev. 19 along with those who worshiped the image. No. God has given us free will, because of that some angels fell. If no angels had fallen you could not say that there was free will. Everything proves that man has free will to choose the Lord or reject him. If no one has free will why would some receive a reward and others not? This does not prove they are "obeying God" it proves they are rebelling against God because they have free will.
