Those given to Jesus by God come to Him. There is no "maybe they will decide to."

The world cannot receive the Spirit of truth, because it neither sees Him nor knows Him. The world does not recognize Him. No one knows the Father except the Son and those to whom the Son chooses to reveal Him. The one who loves God is known by God. If anyone does not have the Spirit of Christ, he does not belong to Christ. The natural man does not accept the things that come from the Spirit of God, for they are foolishness to him, and he cannot understand them, because they are spiritually discerned. The mind that is set on the flesh is hostile toward God; it does not submit to God's law, nor can it. Whoever is not from God does not listen to us.

For since in the wisdom of God the world through its wisdom did not know Him, God was pleased through the foolishness of what was preached to save those who believe. Jews demand signs and Greeks search for wisdom, but we preach Christ crucified, a stumbling block to Jews and foolishness to Gentiles, but to those who are called, both Jews and Greeks, Christ the power of God and the wisdom of God. For the foolishness of God is wiser than man’s wisdom, and the weakness of God is stronger than man’s strength.

In 1 Timothy 1 many types of sinners are mentioned, and 1 Timothy 2 picks up on this idea. That's why it begins with Therefore.
All doesn't mean what you claim.
He instructs Timothy to pray for all men, because God desires all types of sinners be saved and to come to the knowledge of the truth.
Did each and every person in the entire human race regard John the Baptist as a prophet (Mark11:32)? Did all humanity without exception wonder whether John was perhaps, the Christ (Luke 3:15)? Did every member of the human race, without the exception of even one, search for Christ (Mark1:37)? Clearly, the meaning of the word "all" (or "every", or even "world", etc.) does not always mean every member of the human race.
There are probably more, but I won't waste my time!

And then they becoming bigger fools, they even turn into atheists after hearing the word of God, and become bigger Gods in there own eyes, and then one day they realise there only fooling themselves,

I just wonder how many times can a person exalt themselves

Yet, John 16:8 says that the Spirit can convict the world of sin.
John 3:16 says God so loved the world.
In John 1:29, John the Baptist says Jesus is the lamb of God who takes away the sin of the world.

Jesus says, “The field is the world; the good seed are the children of thekingdom; but the tares are the children of the wicked one;” (Matthew 13:38).

“That was the true Light, which lighteth every man that cometh into the world.” (John 1:9).

So, while the word “world” can refer to the unsaved, this is not always the case. Some are called out of the world or its ways.

Ephesians 2:2
“Wherein in time past ye walked according to the course of this world.”

”And the Spirit and the bride say, Come. And let him that heareth say, Come. And let him that is athirst come. And whosoever will, let him take the water of life freely.” (Revelation 22:17).

Think about how many people end up discouraged or completely disillusioned because of what Calvinism teaches. They hear that everyone is already unchangeably eternally decreed and determined in a category. Either the saved or lost, and nothing can ever change it. If God didn’t choose you for salvation, you have no hope. Jesus didn’t even die for you. There’s absolutely nothing you can do, not even to want to do something different, because you were born with a nature that hates God and makes obedience impossible. You’re helpless to change. And then, on top of that, you’ll be condemned forever for something you never had the power to avoid. That’s deeply troubling to people. A Calvinist might say, ‘Well, that’s what the Bible teaches if you’re a Calvinist.’ I don’t believe that for a second, but regardless, that’s the practical outcome of their system.

Also, if Calvinism is true, Romans 9 would be “O man, who are you to reply against God? You’re the man who has been eternally decreed to reply against God. How dare you do what God ordained you to do from eternity? Oh, and by the way, you are going to be rebuked and eternally punished for doing what you were eternally determined and decreed to do”—all while Calvinism teaches and believes God is righteous, holy, loving and just. Can’t have both ways.

And if Calvinism is consistent, and if God unchangeably determines every thought, motive, and deed, then Calvinists can't just give him credit for the good things. They can say He may decree them in different ways and that He has a secondary means for ways for one thing and for another He decrees it differently. But He’s still unchangeably decreeing all of it. And there is no human power for any human being to do anything differently. And by the way, that would include Adam. And so, that makes him the author of sin [when you take Calvinism consistently and logically]. In Calvinism, even the first evil intention, even the one in Satan's heart, Satan had no control. He had to do it. He had to want to do it. Whatever it is, you have to be consistent. And Calvinists are inconsistent. If they are going to give God the credit for all the good things, they have to give him the credit for all the bad things, which ultimately is saying He is the author of sin, that makes Him evil [when you take Calvinism consistently and logically].
