"The Fool" comes to my mind immediately... anyone that says, "There is no God," is not smart.

Psalm 53:1 - New King James Version

53 The fool has said in his heart,
There is no God.”
They are corrupt, and have done abominable iniquity;
There is none who does good.


However, if your word "dumb" means unable to speak.... that would be a different answer...
