Well Jeremiah 31,34 is speaking from a future time with a new covenant. So you should not take verses out of the context.
Present their is no only living human who can claim that he knows fully God. We know from him what he has revealed in his word. Not more.
You need to read Romans 1. We know God exists by His creation and HIS word.
