Yes Paul was speaking to believers. It hasn't been given to unbelievers to believe.
And it's not a matter of your posts being wrong; rather, they don't answer the questions I asked.
If you learned how to properly ask a question you would not have to make that complaint so often.

If God's grace did not sovereignly restrain the flesh by means of the Holy Spirit?
Nobody -
no one - could begin to believe!
Keep in mind. No one asks God for this restraint.
For, God sovereignly imposes this restraint upon the depraved flesh of a person as He draws him/her to make them free of the oppression of the depravity that the flesh constantly manifests.
Yet, even so? Having one's flesh restrained by the Spirit? While God is drawing the person, it does not mean that a soul will believe when his flesh is silenced.
For, while the state of grace of suspended depravity?
That soul is being made free of the depravity of the flesh, to wish to believe God is real, or not.
If he wishes to believe God is real?
Then God will turn that wish into a reality, by giving that person substance for his faith - that substance being, the Word of God!
Here's the catch.
Like Satan and his angels did from their original perfect state?
Not everyone under the power of God's sovereign bestowed grace (to silence their depraved flesh) will want to believe!
That is where angels will get see a reenactment of their original position played out before their eyes...
Some just do not want God in their lives.
Once that is settled?
The drawing of God ceases.
Then they are marked "condemned."
