I w*rk at a McD's. Funniest thing I ever saw was a mail car, with an extra steering wheel on passenger's side. The mother was sitting on the passenger's side, and her daughter was sitting in the normal driver's side pretending to drive and grinning like a fool.
There should be, but then they would probably just hang up and blame it on the phone company. I'm pretty sure those ones that do hang up with the persistent callers have KPIs to meet or something, and probably aren't penalised in the end for a disconnect (especially after 45 minutes plus, when its conceivable the caller did the hanging up).That's outlandish!
