That is a bit extreme and don't think the we have gone that draconian yet. It does not help right now that the yield curve is still inverted. Not as bad as it was as long term yields are a matter of points higher depending on the debt instrument. However, for me personally I still find the short term yields better even if a few points lower, the shorter time frame I have to keep my money locked up is a big advantage. Which I am not alone there as we can go look at the Treasury auctions and see real time how investors are preferring short term with the present yield and shorter time frames.
The last few years from what I have been watching has had a higher rate that they have had to reauction. TIPS have been hit the hardest with reauctions. Which was understandable a couple years back as a I Bond just had the math to show it was a better deal.
I don't have the numbers off the top of my head but has been more special auctions than I recall in the past. However, you worked on the street so you know that is not open to the public but to the big banks.
I think we will see what Trump and his Treasury Dept really have in mind to combat the high debt once the short term rates return to normal and the long term rates come down. I think we can count on him bouncing Powell once his term is up and finding a chair who has more of his vision.

China's correct population count I agree is not accurate. Newsweek ran an article about this last year. As well as transcripts of defector's as well as folks who have escaped there have said the same that the population count is not accurate. Which it will get worse because what till 2015 they kept their one child policy intact which is leaving them with a severe shortage of women for men to marry.

One of the things he is trying to do is get interest rates to go down but his strategy of being erratic may backfire.
He cannot do anything but hope for a stop gap measure or a delay in the inevitable. Interest rates are a simple function of supply and demand. The supply of debt being issued by the US is increasing while the demand for US debt is decreasing, dramatically.
There is one work around which is the Fed can buy the debt, but that will only cause the US dollar to be inflated and demand for US debt to decrease while the supply of US debt will increase as other countries dump US debt.
