You have repeated many times those words, "knowingly believes/choose to believe false doctrine." I have yet to meet anybody who says, "Well, I know this doctrine is false, but I am going to believe it anyway!" There are plenty who believe false doctrines, bur they do so believing those doctrines to be true.Those who are not of the elect do believe false doctrine of the devil.

Surely if you believe false doctrine, whether knowingly or unknowingly, then you are a believer in false doctrine.
If someone willingly believes false doctrines are they a believer...do you believe this person is a believer?

Well... the devil is a believer.
Satan believes in Jesus and spiritual things we do not understand.
Being a believer does not automatically make you saved.
The 10 virgins are a good parable to show this
All ten believed, all ten were waiting for the coming of the bridegroom.
Waiting and believing in Jesus.
